On 28 December 2022,the State Administration of Market Regulation(SAMR)issued the Guidelines to the Labelling of Food for Special Medical Purposes(FSMP)(hereinafter the Guidelines)to further regulate FSMP labelling and its scientific use and guide rational perception by consumers.The CNHFA issued the following initiatives to the enterprises:
1.Implement the requirements of the Guidelines by enforcing the main responsibilities of enterprises.Since the date of publication,FSMP enterprises should understand the core spirit and significance of the Guidelines by actively and comprehensively implementing the basic requirements,content requirements,formatting requirements,and prohibitive requirements set out in the Guidelines,to demonstrate the normative,scientific and advanced nature of FSMP food labelling.
2.Achieve smooth transition through planning for the reasonable use of packaging materials.After the release of the Guidelines,FSMP enterprises should actively carry out label design,formatting and printing,whose process should,in line with the principle of refusing to waste,reasonably plan the use of packaging materials to achieve a smooth transition from the old to new packaging materials in the market.
3.Publicize the exclusive logo and guide its proper use.FSMP enterprises,medical institutions,the media and other sectors should act together to bring their respective strengths and expertise into play,to gain a deeper understanding of the spirit of the Guidelines by publicizing the Little Blue Flower logo for verified FSMP products,while deepening public awareness of FSMP.
4.Maintain the image of FSMP by adhering to safety and innovation.China’s FSMP industry is a booming blue ocean,where relevant enterprises should actively explore market demand and adhere to the innovation and the value of FSMP to ensure product quality and safety(bottom line)as well as FSMP nutrition value(high line)and ultimately to maintain the“Little Blue Flower”image.
