The China Nutritional Health Food Association Recently Implemented the 100-day Campaign Led by the State Administration of Market Regulation to Jointly Rectify the Disorder in the Health Product Market: A Work Report

    On January 8, the State Administration of Market Regulation cooperated with multiple departments to jointly rectify of the disorder in the health product market within 100 days (hereinafter referred to as "the 100-day campaign"). To implement the 100-day campaign plan, the China Nutrition and Health Food Association (hereinafter referred to as “the CNHFA”) proposed to “strengthen social co-governance, encourage industry associations to establish, improve industry norms and self-discipline mechanisms, guide and supervise enterprises in accordance with law, promote the integrity of the industry, and popularize the common sense of health products" and took immediate action. The CNHFA has mainly carried out the following work:
  
  First, the CNHFA convened a board meeting in time to convey the spirit of the 100-day campaign and deploy the 2019 health food industry improvement plan.
  
  On January 11, the CNHFA organized the sixth meeting of the first board meeting, and 95 heads of nutrition and health food enterprises attended the meeting. Persons-in-charge of the Special Food Safety Regulation Department of the State Administration of Markets Regulation provided requirements. President Bian Zhenjia conveyed the spirit of the 100-day campaign and asked member companies to carefully check their own problems in accordance with the regulatory requirements put forward by the 100-day campaign, adhere to the bottom lines (legal bottom line, moral bottom line, and safety bottom line) and industry self-discipline, and enhance consumer guidance. He also asked member companies to decisively eliminate their own problems, determinedly establish a healthy atmosphere to expel illegal market players, actively foster industry self-confidence based on the “spirit of the craftsman”, make efforts for public health with quality products and legal marketing, and win public support and consumer trust.
  
  The meeting deployed the 2019 China Health Food Industry Improvement Plan, which includes a series of activities in terms of policy and regulation, system review, marketing norms, and social responsibility practices. The meeting also publicized the CNHFA’s 2018 work summary and 2019 work plan.
  
  Second, the CNHFA cooperated with the China's consumer day show CCTV315 to popularize health food, while organizing meetings with mainstream media to guide public opinion.
  
  On January 13th, the CNHFA and CCTV Finance Channel planned a show named "3.15-Rectifying Shady Direct Marketing of Health Food and Revealing the Trick Behind the Scam". Liu Xuecong, secretary-general of the CNHFA, and Professor Li Keji, an expert from the State Council’s Food Safety Committee, were present on the live broadcast show. They taught audiences on how to form a correct understanding of health products and health food; what are the state's regulatory requirements for health food; how consumers should scientifically and rationally purchase and consume health food. The show was broadcast live on major online platforms for one hour, and co-reported by the People’s Daily and Xinhua News Agency. On January 6, Secretary-General Liu Xuecong accepted an interview with CCTV News Channel and pointed out: "Health food is not a medicine, it cannot treat diseases, and consumers should purchase and consume it scientifically and rationally." At the same time, the CNHFA produced a series of short-term videos on “Healthy Food” and “Guidelines for the Elderly on the Prevention of Fraud and False Publicity in Health Care Products”, which will be sent to local fraternity associations for science popularization.
  
  Secretary-General Liu Xuecong received an exclusive interview immediately after the "Quanjian Incident", based on which the Beijing News published "Health Products are Not to Blame for the Quanjian Incident " and the Economic Daily published "The Health Products Industry Must Hold the Moral Bottom Line", etc. The CNHFA promptly and actively voiced its opinions on hot topics and social concerns, and organized dialogues with mainstream media, in order to guide the media to recognize problems correctly and report them objectively.
  
  Third, the CNHFA cooperated with regulatory authorities to conduct industry surveys, special seminars, and promote the scientific implementation of regulatory policies.
  
  On January 14-15, the CNHFA organized a survey in Shenzhen to complete the research project of “A Study on the Regulations of Health Food Production and Operation and on the Regulations and Management Status Quo of Conference Marketing” entrusted by the Special Food Safety Regulation Department of the General Administration of the State Council and to put forward relevant policy recommendations. Bian Zhenjia, President of the CNHFA, and representatives from the Special Food Safety Regulation Department of the General Administration, the Guangdong Provincial Market Regulation Bureau, the Shenzhen Municipal Market Regulation Bureau, as well as industry associations and enterprises participated in the survey. On January 18th, the CNHFA organized a special seminar on “Interim Provisions on the Management of Labels for Health Food Labels (Draft)” to listen to suggestions from industry companies. As the special researcher of the State Council Counselor's Office, President Bian Zhenjia wrote a survey report named "Suggestions for Rectifying Health Food Disorders", which will be submitted to the Counselors' Office of the State Council.
  
  The CNHFA will keep focusing on the key tasks assigned by the State Administration of Market Regulation and on implementing the 2019 China Health Food Industry Improvement Plan in accordance with the relevant requirements of the 100-day campaign.
