Research on Social Co-governance Measures for Infant Formula Milk Powder and Foods for Special Medical Purposes Successfully Concludes

In 2024, commissioned by the Department of Special Food Safety Supervision of the State Administration for Market Regulation (SAMR), the CNHFA undertook the research project “Study on Social Co-governance Measures for Infant Formula Milk Powder and Foods for Special Medical Purposes”. On 10 November, the CNHFA convened the final acceptance meeting, chaired by Li Liangqiu, Executive Vice President of the CNHFA. Wang Mengting, Deputy Director of the CNHFA Regulatory Affairs Department, presented the project completion report on behalf of the project team.


The meeting invited Ma Zhaohui, Director of the Infant Formula Registration Division under SAMR’s Department of Special Food Safety Supervision, and Pu Rui (SAMR official), as well as Xu Jiao, Secretary of the Discipline Inspection Commission of the China National Centre for Food Safety Risk Assessment; Professor Yang Yanling of Beijing First Hospital; Li Zengning, Party Secretary of the Stomatological Hospital of Hebei Medical University; and Professor Mao Xueying of China Agricultural University, to serve on the project review and acceptance panel.


Aligned with key milestones, the project used multiple formats and channels to communicate information on infant formula milk powder, liquid infant formula products, and foods for special medical purposes to both industry and the public, while tracking, disseminating and interpreting relevant laws, regulations and policy updates in a timely manner. In line with project requirements, the working group monitored policy developments and, in coordination with the Department of Special Food Safety Supervision, produced six “Explainer at one Glance” infographics and two public science handbooks. It also organised five community outreach activities on infant formula and foods for special medical purposes in Beijing, Shijiazhuang and Huai’an, among other locations. During National Food Safety Awareness Week, one of the key national-level activities was the China Special Foods Festival – New Consumer Industry Development Conference. In collaboration with leading industry platforms, the conference explored trends and characteristics of the nutrition and health sector amid evolving consumption patterns, promoted self-regulation across the special foods sector (including FSMP and infant formula), and supported a fair and competitive market environment to advance the sector’s healthy and orderly development.


The expert panel recognised the work delivered under the project and unanimously approved the final acceptance. Participants also discussed future priorities and directions for industry development.
