CNHFA 2025 Work Summary

The year 2025 marks the successful conclusion of the 14th Five-Year Plan period and the CNHFA’s tenth anniversary milestone. Under the attentive guidance of government departments, the intellectual support of industry experts, and the concerted efforts of our member enterprises, the CNHFA has strengthened its organisational foundations and optimised its service system internally, while reinforcing its role as a bridge and consolidating the industry’s collective strength externally. All key annual tasks have been successfully accomplished. The main work undertaken in 2025 is summarised as follows:


1. Strengthening Party leadership and consolidating development foundations



Regular Party member education


Daily online learning conducted via the Xuexi Qiangguo platform and work groups; Organised collective study sessions and case-based warning education in accordance with the requirements of the 15th Joint Party Committee;


Conducted thematic studies on the spirit of the Central Committee’s Eight-Point Decision on Conduct, Volume V of Xi Jinping: The Governance of China, and the guiding principles of the Fourth Plenary Session of the 20th CPC Central Committee;


Convened 12 plenary meetings of all Party members and 25 joint Party-administration meetings throughout the year; Organised 3 “Youth Learning and Youth Reflection” Party-building joint activities and 1 Party lecture delivered by the branch secretary.


Integrating Party building with business operations


Organised 4 “Youth Learning and Youth Reflection” joint study and construction activities with business-related units including the Food Review Centre, Coding Centre, National Food Safety Risk Assessment Centre, and member enterprises;


Conducted research and discussion visits to the Huairou Industrialisation Base of Beijing Dongfanghong Aerospace Biotechnology Co., Ltd., establishing a government-enterprise communication platform;


To commemorate the 80th anniversary of the victory in the Chinese People’s War of Resistance Against Japanese Aggression and the World Anti-Fascist War, conducted thematic study visits to the Jiangqiao War of Resistance Memorial Hall and the Exhibition Hall of Evidence of Crimes Committed by Unit 731 of the Japanese Imperial Army;


Visited the Amway Health Promotion Science Popularisation Base for observation and research, followed by an exchange symposium.


Strengthening Party conduct and discipline


The CNHFA’s Party branch appointed a disciplinary inspection committee member to strictly fulfil supervisory responsibilities. The committee member conducted regular disciplinary education sessions and issued disciplinary requirements during major holidays, guiding staff to maintain reverence, exercise caution, and uphold ethical boundaries.


Tightening controls on Party member admission and development


1 Party member was formally admitted upon completion of probation;


By year-end, the CNHFA’s Party branch comprised 10 full members and 1 probationary member.


2. Convening the Members’ Representative Assembly and completing the leadership transition



On 22 October, the CNHFA convened its Third Members’ Representative Assembly. The meeting deliberated and voted to adopt documents including the Work Report and Financial Report of the Second Council of the CNHFA, the Revised Draft Constitution of the CNHFA, the Revised Draft Election Procedures for Council Members and Standing Council Members of the CNHFA, and the Procedures for Appointing Leadership of the CNHFA Council. It also elected members of the Third Council and supervisors of the First Supervisory Board.


Concurrently, the First Meeting of the Third Council was convened to elect the Standing Council Members of the Third Council. Comrade Chen Wei was elected President of the CNHFA, Comrade Li Liangqiu was elected Vice President and Legal Representative, Comrades Li Ning and 18 others were elected Vice Presidents, Comrades Chen Yuqi and 7 others were elected Honorary Vice Presidents, Comrade Zhang Zhongpeng was elected Secretary-General, and 2 Comrades Hao Bin and Guo Haifeng were elected Deputy Secretary-Generals.


The inaugural meeting of the first Supervisory Board was convened, electing Comrade Jiang Yujun as Chairman of the first Supervisory Board. The meeting reviewed and approved the Rules of Procedure of the CNHFA Supervisory Board and discussed the work arrangements for the first Supervisory Board.


3. Strengthening governance and operating in accordance with laws and regulations

Accepted and passed the on-site audit conducted by a third-party accounting firm commissioned by the Ministry of Civil Affairs;


Completed the submission for the 2024 annual inspection of social organisations, with the inspection result being “qualified”;


Conduct compliance review activities and follow-up reviews of cleanup and optimisation initiatives, as well as demonstration creation and commendation activities.


Convened the 11th Meeting of the Second Council and the 11th Meeting of the Standing Council, alongside the inaugural meetings of the Third Council and the Third Standing Council;


Established 1 new branch organisation: the Ketogenic Diet Nutrition Specialised Committee;


Completed the transition of leadership for 4 branches: the Health Food R&D Specialised Committee, the Complementary Foods for Infant and Young Children Specialised Committee, the Standardised Inspection and Testing Specialised Committee, and the Ingredients Specialised Committee.


Adjusted membership of branches including the Special Medical Purpose Formula Food Application Committee and the Weight Management Committee based on their respective operational developments;


By the end of 2025, the CNHFA had established a total of 17 subcommittees.


4. Undertaking nationally commissioned research and specialist studies

Undertaken 5 research projects throughout the year, including 4 related to health foods and 1 concerning infant formula milk powder and foods for special medical purposes.


3 projects—functional interpretation of health foods, renewal certification for dual-free health foods, and public awareness campaigns for infant formula and special medical foods—have been successfully concluded. The remaining 2 projects are scheduled for completion by June 2026.


12 project coordination meetings were convened, facilitating thorough discussions on industry concerns in light of the latest regulatory policies.


Published the new book New Quality Productive Forces in China’s Special Food Industry, comprising nearly 600,000 characters.


The CNHFA’s Maternal and Infant Nutrition Specialised Committee translated and published the practical professional guide APP Child Nutrition Guidebook, comprising nearly 600,000 characters.


Actively advocated for members of the Regulatory Standards Working Committee to spearhead voluntary working groups on A Study on Simplified Registration of Infant Formula and A Study on Simplified Registration of Foods for Special Medical Purposes, each producing 1 proposal for streamlined registration procedures;


Organised feasibility studies on new health functionalities for health foods, functional interpretations, and expanding dosage forms for health food registrations.


Throughout the year, 16 regulatory meetings were convened to discuss matters such as new health claims for health foods and the interpretation of functional claims.


5. Strengthening foundational work and advancing standards development

Led the revision of the National Food Safety Standard: Good Manufacturing Practice for Health Foods (GB 17405), which was formally promulgated on 25 September;


Participated in revising the National Food Safety Standard: Determination of Osmolality in Foods (GB 5009.301);


The CNHFA Standards Secretariat convened 18 association standards working meetings, initiating 21 association standards projects. 7 standards underwent mid-term acceptance and were released for public consultation, while 11 standards completed technical review and were submitted for approval and publication;


Initiated the revision of the CNHFA Association Standard Management Measures.


6. Strengthening flagship initiatives and improving the participant experience



Launched the new brand event “Special Foods Festival” and hosted a conference on the development of the new consumption industry;


Conducted 7 “Public Forum on Four Novel Foods” events;


Hosted the 10th (2025) China Special Food Conference in Xi’an from 23rd to 26th October. The 4-day event featured 1 main forum, 28 specialised forums and networking sessions, attracting nearly 3,000 domestic and international delegates.The conference saw the release of multiple outcomes including New Quality Productive Forces in China's Special Food Industry, the 2025 White Paper on China's Liquid Protein Industry Development, the Blue Book on Sheep Milk Nutrition and Functionality, and The Aroma of Goat Milk. The CNHFA Academy’s R&D Fund was launched, alongside the initiation of projects such as the Food Trustworthy Data Space. Nearly 100 government leaders and around 100 business executives attended the conference. The conference featured nearly 200 thematic presentations and 11 roundtable discussions. A concurrent exhibition zone showcased cutting-edge technologies, innovative achievements, and novel products from over 50 vice-president units, member organisations, and Shaanxi-based specialised food enterprises. A special exhibition zone titled “Weave Splendour from Ten Years of Light, More Than Just Faint Glimmers” was specially curated.


7. Strengthening international engagement and collaboration across sectors



4 electronic English-language newsletters were distributed to international partners and relevant institutions throughout the year;


A Memorandum of Understanding (MoU) was signed with the Indonesian Health Food Association (APSKI); existing MoUs with the United Natural Products Alliance (UNPA) and the Dairy Industry Ireland (DII) were renewed;


Organised delegations or dispatched personnel to the United States, Italy, France, Singapore and other countries to participate in the International Dietary Supplement Alliance Board Meeting, convene the Infant Milk Products Nutrition Safety Innovation Conference, and engage in industrial research activities in areas such as infant formula and maternal and infant nutrition;


From 5 to 12 May, the CNHFA organised a corporate delegation to conduct industry study tours and exchanges in Indonesia and Malaysia;


On 25 August, the CNHFA co-hosted the Infant and Child Dairy Nutrition Safety Innovation Conference with the Infant Nutrition Council (INC) in Auckland, New Zealand;


During the 10th China Special Food Conference, the CNHFA invited leaders from multiple international organisations—including the International Alliance of Dietary Supplement Associations (IADSA), the Indonesian Health Food Association (APSKI), and the Dairy Industry Ireland (DII)—to conduct several thematic seminars.


8. Steady progress across branches with strong results

Over five consecutive years of the “Food Talk” thematic campaign, experts from 10 branches collectively submitted over 150 science popularisation articles and video materials;


In May, the Weight Management Specialised Committee hosted the Fifth National Weight Management Academic Conference in Shenzhen. All committee members conducted the 2025 “5·11” Public Awareness Campaign on Obesity and Hepatobiliary Complications across 147 institutions in 24 provinces and municipalities, benefiting a cumulative total of 13 million citizens.


In June, the Foods for Special Medical Purpose Application Specialised Committee convened the Ninth Academic Conference on Clinical Application of Special Medical Purpose Formulas in Hangzhou, attracting over 400 attendees;


In September, the Maternal and Infant Nutrition Specialised Committee convened the 4th Symposium on Maternal and Infant Nutrition and Psychosomatic Health in Shanghai, with nearly 7,200 individuals viewing the live stream online.


In November, the Maternal and Infant Nutrition Specialised Committee hosted the Third (2025) National Academic Conference on Maternal and Infant Nutrition and Evidence-based Feeding in Nanjing, with nearly 500,000 industry professionals and consumers viewing the simultaneous online livestream;


Throughout the year, nearly 20 media outlets affiliated with the Food Safety News Communication Working Committee provided timely coverage of the China Special Food Conference and the CNHFA’s branded events, amounting to HUNDREDS of reports.


During the 10th China Special Food Conference, over 10 specialised committees hosted multiple sub-forums covering diverse business domains.


9. Expanding our multi-channel communications to promote positive messaging


10 major publicity platforms were established, encompassing multi-dimensional channels including the CNHFA website, WeChat service account, WeChat subscription account (Food Talk), China Special Food magazine, video account, Douyin account, Toutiao account, People’s Daily account, Food New Consumption public account, and CNHFA Rare Disease Nutrition Specialised Committee public account.


The bilingual official website updated over 900 dynamic news items in Chinese and English throughout the year;


Edited and published 3 issues of the China Special Foods (journal), totalling nearly 400 pages, featuring 3 original industry research articles, 95 science-popularisation articles in the “Food Talk” column, 9 articles on association standards, and 41 association updates, comprising over 190 entries;


48 issues of the official WeChat account were published, comprising 288 posts;


The official WeChat subscription account “CNHFA Food Talk” disseminated 115 items including industry updates, expert science videos, and member enterprise information;


For 6 consecutive years, jointly released the Top Ten Hot Topics in China’s Special Foods Industry with Xinhua News Agency, achieving over 1 million views.


Participated in the National Food Safety Publicity Week for 9 consecutive years, successfully applying for 3 initiatives; The “Blooming Blue Flowers, Reaching Millions of Households” public-interest campaign series was designated as one of the Ministry of Market Regulation's thematic activities, receiving coverage from CCTV’s Morning News and Xinhua News Agency.


10. Updating the Public Nutritionist programme to strengthen professional competence


The CNHFA Academy launched a systematic curriculum renewal project for public nutritionists, with comprehensive upgrades scheduled for completion by 2026;


Over 110 assessments were conducted throughout the year, with 23,635 participants undergoing training and examinations. By the end of 2025, cumulative assessment numbers across all programmes had surpassed 100,000 individuals;


A public service announcement for public nutritionists was produced, embedding the principle that nutrition safeguards health in public consciousness.


11. Responding to members’ needs and enhancing member services


36 new members were enrolled, bringing the total membership to over 450 organisations;


11 editions of the electronic Membership Bulletin were compiled and distributed;


Issued over 6 types of certification documents for member enterprises, effectively safeguarding members’ legitimate rights, interests, and developmental needs.


12. Supporting rural revitalisation and delivering on social responsibility



In October, the Centre for Food Evaluation of the State Administration for Market Regulation, in collaboration with the CNHFA, partnered with the CNHFA’s charitable member enterprises to conduct targeted assistance activities in Li County and Leiba Town.


The CNHFA provided specialised university student assistance funds of 1,000 yuan per person to all newly enrolled university students;


Wyeth Nutrition (China) Co., Ltd. donated 150,000 yuan to Xiaoliang Township for the Community Canteen Renovation project;


Inner Mongolia Yili Industrial Group Co., Ltd. donated goods worth 200,000 yuan to the Xiaoliang Township Nine-Year Compulsory School.
