As part of the Strategic Sector Cooperation (SSC) Project Work Plan between Denmark and China, the two sides conducted visits and exchanges to deepen their understanding of the current status of infant formula milk powder risk prevention in both countries. This initiative formed part of Denmark’s 2024 mission to China and laid the foundation for developing the Guidelines for Risk Prevention in Infant Formula Milk Powder Production. On 30 October 2024, the project team visited the CNHFA and held the Exchange Meeting on Risk Prevention and Inspection of Infant Formula Products.

The Danish delegation was led by Anette Haurum, Special Veterinary Adviser, International Cooperation Division, Danish Veterinary and Food Administration (DVFA), and Project Manager for the Strategic Sector Cooperation (SSC) Project between Denmark and China. Delegation members included representatives from the Embassy of the Kingdom of Denmark in Beijing, the International Cooperation Division, International Trade Division, Food and Feed Safety Division, and the Division of Chemistry and Food Quality, DVFA.

Attendees from China included:

·Xiaoyu Li, Director, Infant Formula Registration Division, Department of Special Food Safety Supervision and Management, State Administration for Market Regulation (SAMR)

·Xiaoyi Liu, First-Level Investigator, Infant Formula Registration Division, Department of Special Food Safety Supervision and Management, SAMR

·Liangqiu Li, CNHFA Executive Vice President

·Bin Hao, CNHFA Deputy Secretary General

·Mengting Wang, Deputy Director, Regulations Department, CNHFA

·Shian Yin, Chairman, Infant Formula Food Sub-Committee, CNHFA

The meeting was chaired by Zhongpeng Zhang, CNHFA Secretary General.

Anette Haurum, Special Veterinary Adviser and SSC Project Manager, introduced the Danish delegation and outlined the objectives of their visit. She emphasised Denmark’s longstanding collaboration with China and highlighted Denmark’s keen interest in the regulation, development, and policies surrounding China’s infant formula milk powder industry.

Liangqiu Li, CNHFA Executive Vice President, provided an overview of the high-quality development of China’s infant formula industry. She noted that as of now, 1,219 infant formula milk powder products from 152 enterprises have been approved, with a safety inspection pass rate of 99.93% in 2023. While the declining birth rate poses challenges, China remains a significant consumer market for infant formula milk powder. She affirmed CNHFA’s commitment to acting as an industry leader, regulatory participant, advocate for governance, practitioner of self-discipline, and science communicator. CNHFA aims to build platforms, pool resources, and lead the industry toward further high-quality development.

Shian Yin, Chairman of the Infant Formula Food Sub-Committee of CNHFA, discussed trends in infant formula research and development in China. Starting from the evolution of infant formula standards, he reiterated that breast milk serves as the gold standard for formula development. Current breast milk research only scratches the surface, he noted, and future efforts should focus on differentiating components for infants aged 0–6 months, understanding the structure and interactions of breast milk components, and identifying new optional ingredients.

The meeting included in-depth exchanges on topics such as consumer needs and preferences for infant formula, organic products, innovative applications of raw materials, and standards development.
