The Sixth China’s Special Food Conference Held in Wuxi to Boost Innovation and High-Quality Development

  On October 16,the 6th China’s Special Food Conference was held in Wuxi City,Jiangsu Province.The conference was hosted by CNHFA and co-organized by Wuxi Municipal People's Government and Jiangnan University.The theme of this year's conference is"Continuing the spirit of innovation for a century,leading the high-quality development of the industry".2,200 people from the government,regulatory departments,professional research institutes and industry enterprises gathered in this event to exchange industrial development trends,discuss the latest scientific research results,and promote the continuous innovation and high-quality development of China's special food industry.The conference lasted for four days,during which the opening ceremony the Special Food Industry T20 Summit Forum and twelve sub-forums were held concurrently.These serial events were organized to discuss industry trends,coalesce front-end research,gather industry forces,link marketing systems,showcase industry achievements and discuss development prospects.
 
  The guests attended the opening ceremony included the following:Tang Jun,SMAR’s Deputy Director General;Qu Fenghong,Deputy Secretary General of the National Committee of the Chinese People's Political Consultative Conference(CPPCC)and full-time Vice Chairman and Secretary General of the Chinese Peasants and Workers Democratic Party(CPWDP);Hu Guangjie,Vice Governor of the People's Government of Jiangsu Province;Zhang Fenglou,former Deputy Minister of the Ministry of Public Health;Chen Wei,President of Jiangnan University and Academician of the Chinese Academy of Engineering;Liu Zhonghua,Academician of the Chinese Academy of Engineering;Zhou Shiping,Director-General of the SAMR's Department of Special Food Safety Supervision and Regulation;Gao Yanmin,former Director-General of the Consumer Goods Industry Department,Ministry of Industry and Information Technology(MIIT);Li Tairan,Class II Inspector of the Department of Food Safety Standards Monitoring and evaluation,National Health Commission(NHC);Gao Feng,Director of the SAMR's Food Review Center;Wang Yue,Class I Inspector of the Jiangsu Provincial SAMR;Zhao Jianjun,Deputy Secretary and Acting Mayor of Wuxi City;Gao Yaguang,Vice Mayor of Wuxi Municipal People's Government;and Bian Zhenjia,CNHFA's President.
 
  The year of 2021 coincided with the centenary of the founding of the Communist Party of China,as well as a key implementation stage of both the"Healthy China 2030 Strategy"and"National Nutrition Plan(2017-2030)".With the Chin’s continuing economic growth,this year also witnessed an increasing demand for better health and special food,as an important health product,was regarded as a guarantee of better quality of life for the people,and an important part of the health industry.
 
  Tang Jun,SMAR’s Deputy Director General,said SAMR will continue to promote the dual-track reform of health food registration and filing,improve the registration and management system of powdered infant formula and FSMP,and update the long-term mechanism of special food regulations.ASMR will promote the healthy and sustainable development of the industry while protecting the legitimate rights and interests of consumers through reform and innovation.Also,SAMR will resolutely monitor the implementation of corporate responsibility,urging enterprises to strengthen integrity and self-discipline,reinforce quality and safety control,improve staff's awareness of quality and safety management,and focus on the use of big data,artificial intelligence and other information technology to improve management standards and capabilities.
 
  Qu Fenghong,Deputy Secretary General of the CPPCC and full-time Vice Chairman and Secretary General of the CPWDP,pointed out that China is in a critical period of transformation from a developing country to a developed country.With the national health strategy focusing more on prevention,special food is ushering in a new stage of development.Qu stressed that the special food industry still has a lot of room for progress.Therefore,to enhance the level of development of the industry and improve public trust,it requires the joint efforts of all sectors of society.In order to transition from a low-tech development mode to a high-quality and innovative one,the industry needs to have independent innovation of key technologies and a strong research system to solve the bottlenecks that restrict the development and growth of China's special food industry.
 
  Hu Guangjie,Vice Governor of the People's Government of Jiangsu Province,said that Jiangsu Province has a total of 126 special food production enterprises,587 registered products,and 436 filed products.The number of special food production enterprises and product lines in Jiangsu are leading in the country,with the highest number of FSMP production enterprises within China.
 
  Zhao Jianjun,Deputy Secretary and Acting Mayor of Wuxi City,said that Wuxi will play to the advantages of the real economy,seize the opportunity of the development of the special food industry,and accelerate the upgrading of industrial technology and modernization of the industrial chain.He also noted that Wuxi will take the development of special foods to a new height,accelerate the formation of a larger scale and higher capacity special food cluster,and lead the high-quality development of the special food industry.

  Bian Zhenjia,President of CNHFA,said that with the continued growth of per capita income and health needs,China's health food market is expected to continue to expand.At the same time,health food will continue to improve in terms of regulations,standards and related policies.Again,CNHFA will promote the establishment and improvement of relevant standards and regulations by playing an active role in the self-regulation,innovation and high-quality development of the industry.
 
  Chen Wei,academic chairman of the 6th China Special Food Conference,President of Jiangnan University and Academician of the Chinese Academy of Engineering,shared the definition of special food in his keynote speech.He noted that special food is"a type of food that is developed and produced for the needs of a specific group of people experiencing a special health condition or having a special physiological state,it is developed for the purpose of nutritional support or mediation of body functions;special food must be approved or recorded by the relevant state departments before it is authorized for marketing".
 
  In his speech,Zhou Shiping,Director-General of the SAMR's Department of Special Food Safety Supervision and Regulation,emphasized that the special food industry should improve its overall quality,competitiveness and reputation to meet the growing multi-level and diversified needs of people for a better life.
 
  Gao Feng,Director of the SAMR's Food Review Center,said that the priority of health food registration and review is to protect the legitimate rights and interests of consumers,so it is important to ensure that the efficacy of the product is clear and quality-controlled.The review of powdered infant formula focuses on safeguarding the industry,especially through the implementation of the new national standard to promote the concentration of domestic powdered infant formula production and reinvigorate confidence in the domestic market.The review of FSMP focuses on ensuring supply,meeting the needs of specific groups of people for special medicinal food and achieving full market coverage.
 
  Li Tairan,Class II Inspector of the NHC's Department of Food Safety Standards Monitoring and evaluation,introduced the work done by the NHC in nutrition and health,as well as how the committee has improved the relevant standards.
 
  Gao Yanmin,former Director-General of the MIIT's Consumer Goods Industry Department,presented topics on how to further improve the quality of special foods through digitalization,international networks,smart technology without damaging the environment.He also emphasized that special food companies should continue to develop new varieties to ensure quality,tap into the consumer potential and explore consumer demand.
 
  Liu Zhonghua,Academician of the Chinese Academy of Engineering and Professor of the Hunan Agricultural University introduced the development of China's tea industry,especially its health benefit research and industrial development.

  At the meeting,CNHFA officially released the"Blue Book on the Development of China's Special Food Industry".This book introduces the current industrial development of health food,infant formula,FSMP and other nutritional and health food.In addition,the book summarizes the industrial development achievements,predicts the industrial development trend,and makes a comprehensive analysis from the perspectives of current situation,future development and recommendations.
 
  More than a hundred academic papers was collected during the conference from industry experts,university teachers and students,and enterprise representatives,which were divided into three categories:basic research,food industry findings and clinical research.After selection by the conference academic committee,23 papers by 22 authors were recommended to be displayed as conference papers.
 
  At the opening ceremony,CNHFA awarded Wuxi High-tech Industrial Park the title of"CNHFA Special Food Industry Cluster Demonstration base"in order to further exert the leading demonstration effect of industrial clusters.The“Wuxi Institute of Special Food and Nutritional Health”and the“National Technology Innovation Center for Special Food Market Regulation(preparatory status)”were inaugurated at the same time.
